A respected business leader, entrepreneur, and community advocate, Hoang brings a dynamic and results-driven leadership style focused on growth, innovation, and strengthening Fremont’s business ecosystem. Her appointment reflects the Chamber’s commitment to forward-thinking leadership and inclusive representation that mirrors the diversity of the Fremont community.
“I am honored and grateful for the trust the Board has placed in me,” said Hoang. “Fremont is one of the most dynamic and diverse cities in the nation, and I look forward to working alongside our business leaders, community partners, and elected officials to create opportunities, drive economic growth, and build a stronger, more connected community.”
Under her leadership, the Chamber will focus on expanding membership, enhancing programming, increasing business visibility, and strengthening partnerships between the business community and local government. Her vision includes creating innovative initiatives that support entrepreneurs, foster economic development, and position Fremont as a leading city for business growth and opportunity.
As Fremont continues to grow as a hub for innovation, manufacturing, and entrepreneurship, Hoang’s leadership is expected to play a key role in shaping the Chamber’s next chapter—driving connection, collaboration, and long-term success for local businesses.

Armed with strong leadership skills and more than 35 years of managing non-profits, Cindy is responsible for providing direction and leadership for the Chamber and developing a mix of products and services that provide value to members, all while managing the day to day operations. She articulates the mission and vision of the Chamber, and works closely with the Board of Directors to establish policies. As the Director of the Fremont Festival of the Art and Fremont Burger & Brew Fest, Cindy develops the means to leverage the power and presence of the festival to benefit Chamber Members and the community.

Napoleon has worked in communications/marketing for over 20 years and is responsible for for developing and maintaining an effective communication program that engages not only Chamber Members but also the greater Fremont community. He maintains a strong web presence by managing multiple websites and a variety of social media platforms. Napoleon is also responsible for the design and layout of the Chamber’s e-newsletter, *The Fremont Business Now.
